The Central government on Thursday told the Delhi High Court that it will conduct a fresh post-mortem of late Mukul Arya, India's representative at Palestine who had passed away on Sunday at Palastine's de facto capital Ramallah..The Central government Standing Counsel Anurag Ahulawalia said he has instructions from the Ministry of External Affairs (MEA) that they will facilitate autopsy to be conducted at All India Institute of Medical Sciences (AIIMS) as required by the family.The Bench recorded the same while also directing that the post-mortem procedure be video graphed."Looking into circumstances that prayer 1 is allowed postmortem be video graphed and made part of record," the Court said disposing of the petition..The Court was hearing a plea filed by Arya's mother, Roshan Lata Arya, seeking constitution of a commission of inquiry to investigate the circumstances under which Arya died and submit a report before the Court.The plea also sought directions to the Centre to constitute a panel of doctors from the AIIMS hospital for conducting a fresh post-mortem and autopsy. "The Petitioner, Ms. Roshan Lata Arya, with folded hands is beseeching the jurisdiction of this Hon’ble Court’s to look into the suspicious circumstances surrounding the untimely and unfortunate death of her son, Late Mr. Mukul Arya,” the plea said..The petition was filed through advocates Nitin Saluja, Mudit Gupta and Anubhav Singh. .It stated that Arya was a young man of 37 years belonging to the Indian Foreign Service (IFS). The State of Palestine issued a Declaration of Death/ post mortem report citing the cause of death as “Myocardial Infarction”.This, however, was disputed by Arya’s mother stating there was foul play and despite multiple representations to the government agencies disputing cause of death, no steps have been taken by the respondents.“The Deceased’s body is due to arrive in India from Ramallah at Palestine. It has already been over a week from the death of the Deceased. It is thus imperative that a Second Post Mortem and Autopsy is conduct at the earliest in order to ascertain the actual cause of death of the Deceased, before the body decomposes any further,” she submitted.
