Since their inputs were not received within time, the Collegium took it to mean that the Governor and Chief Minister had nothing to add to the proposal. Judges of the Supreme Court conversant with the affairs of the High Court were then consulted. They concurred that the two judges were fit and suitable for confirmation as permanent judges.The Collegium, therefore, recommended the appointment of the two judges as permanent judges of the High Court.
