A major rift seems to have developed within the Executive Committee (EC) of the Supreme Court Bar Association (SCBA)..A meeting of the EC, which was held today turned out to be very eventful, if the minutes of the same are anything to go by..In fact, two separate minutes of the meeting have been published, one signed by Secretary Vikrant Yadav and the other signed by thirteen members of the Executive Committee..The minutes signed by the Secretary do not reveal much except that the meeting was adjourned after certain members raised their voice, while the minutes signed by thirteen members state that President Vikas Singh walked out of the meeting..What is most interesting is that the issue, which led to the differences between the members, pertains to proximity cards for access to corridors of Supreme Court judges..The minutes signed by thirteen members is on the official letter head of SCBA..According to the minutes signed by Secretary Vikrant Yadav, Treasurer Meenesh Dubey, Joint Secretary Rahul Kaushik, Joint Treasurer Pijush Kanti Roy and Senior Executive Jayant K Sud first wanted to discuss the issue regarding providing special access cards to them for accessing the corridors of Supreme Court judges..As per the minutes, the President suggested that this issue can be taken up at the end whereupon the four above mentioned persons and Senior advocate PP Khurana “raised their voice and did not allow the Executive Committee to continue unless the above issue is settled”. Hence, the agenda for the meeting could not be taken up and the meeting was adjourned..However, the minutes of the meeting signed by thirteen Executive Committee members (of the eighteen present for today’s meeting) offer a different and more detailed narrative..As per these minutes, at the very outset of today’s meeting, Treasurer Meenesh Dubey, Joint Secretary Rahul Kaushik and Joint Treasurer Pijush Kanti Roy requested the President to let them raise the issue pertaining to Judges Corridor Proximity Cards..As per the minutes, six proximity cards were issued by the Registry to six office bearers. However, the cards of the three office-bearers – Treasurer, Joint Treasurer and Joint Secretary – were “returned back to the Registry unilaterally”..The members wanted to the know the reason for the same but the President rejected the request made by the three EC members “despite the majority of the members concurring with the legitimate request made by the aforesaid 3 office bearers”..The members then requested a vote on the issue but the President rejected it and walked out of the meeting,.“uttering words not befitting the office of the President”..The meeting then continued and was presided by Senior member Koka Raghav Rao, the senior most member of the EC and the agenda items were taken up..In February this year, eleven EC members had written to President Vikas Singh expressing their dissatisfaction at not being consulted while taking decisions..Read the two versions of the minutes below.
