The Kerala High Court on Tuesday observed that no one is permitted to snoop into the affairs of their neighbors by installing CCTV surveillance camera citing security grounds [Agnes Michale v Cheraneulloor Grama Panchayat and others]..Single-judge Justice VG Arun, therefore, directed the State Police Chief to come up with appropriate guidelines in this regard after consultation with the State government.."I am of the prima facie opinion that, in the guise of installing CCTV surveillance cameras for security reasons, individuals should not be permitted to snoop into the affairs of their neighbors. The situation calls for the issuance of orders or guidelines dealing with the manner in which CCTV cameras are to be installed. It is for the State Police Chief to come out with appropriate guidelines in this regard, in consultation with the State Government," the Court directed. .The Court was considering a petition moved by a person aggrieved by the installation of a CCTV surveillance camera by her neighbor, allegedly capturing her compound and residence.The Court suo motu impleaded the State Police Chief and directed him to come up with appropriate guidelines in this regard.The matter will be heard again next month..[Read Order]
