The Supreme Court today issued certain clarifications with respect to its order dated November 30, relating to playing National Anthem in cinema halls..The Bench comprising Justice Dipak Misra and Amitava Roy issued the clarifications while hearing a plea seeking a recall of the aforementioned order..The plea has been made by a film society from Kerala, where the 21st International Film Festival is currently being held. The organisation has cited the difficulties the foreign delegates attending the festival will face in rising every time the National Anthem is played..The Bench was not impressed by this ground. Justice Roy said,.“I am jolted by this ground. The Supreme Court has to oblige foreign delegates by recalling our order?.You have said they will have to stand 5 times when National Anthem is played. I would say why not rise 20 times?”.The Court, however, accepted the submission with respect to difficulties faced by handicapped people..It therefore, clarified that physically handicapped people need not stand up when the National anthem is played. Instead, they have to show conduct commensurate to respect for National Anthem..The Court also recorded in its order the submissions made by Attorney General Mukul Rohatgi that the Central government would frame guidelines with respect to the conduct required of physically handicapped persons when the National Anthem is played..The Court further clarified that the doors of cinema halls need not be locked when the Anthem is being played..The applicant has now been given liberty to amend the grounds. The matter will now be heard on February 14 along with the petition by Shyam Narayan Chouksey.
