However, it was later clarified that there was no resolution passed to this effect, but rather it was only an emotional appeal, given the gruesome nature of the crime..The episode also served to shine a light on the inadequate implementation of Child Welfare laws in the state. The First Bench of the Madras High Court was informed that the police had failed to inform the Child Welfare Committee at Chennai of the incident, violating the mandate in the Protection of Children from Sexual Offences (POCSO) Act, 2012..As per the POCSO Act, such cases are to be brought to the notice of Child Welfare Committees so that they can provide counselling and assistance to the minor victim and her/his family..The Court was also informed Juvenile Justice Boards and Child Welfare Committees were yet to be set up in all districts of the state, despite earlier Court orders directing the same.
