Madras High Court stays ED summons to district collectors in sand mining case, says ED on "fishing expedition"

A bench of Justices SS Sundar and Sunder Mohan said prima facie it appeared that by issuing the summons, ED was trying to identify the proceeds of a crime that it could then build a case around.
