The Madhya Pradesh High Court on Friday shifted to Cicso Webex platform to conduct its virtual hearings..The new platform was inaugurated by Chief Justice (CJ) Mohammad Rafique, an event which was also attended by judges including Justice Rohit Arya, the chairman of e-court committee.Justice Arya said in his speech that the High Court under the leadership of the Chief Justice Rafiq has introduced dashboard, auto electronic mail system, e-court service with public service center (LSK), District Court Reporting System, High Court mobile app version 2.0 launch and CIS 3.2 software in Hindi for better case management.Chief Justice Rafiq in his address acknowledged the long standing demand for better video conferencing solutions.He mentioned that the customized video conferencing solutions will resolve the problems that were previously being faced.The shift to the new platform was necessitated after the Bar raised grievances regarding the earlier platform, Jisti, which was marred by technical issues.Madhya Pradesh State Bar Council chairperson, Dr. Vijay Choudhary had even written to Supreme Court e-committee chairperson Justice DY Chandrachud on May 24 highlighting grave concerns being faced by an overwhelming majority of the advocates practicing before the Madhya Pradesh High Court due to the video conference hearings being conducted using the ‘Jitsi platform’.Choudhary called for the introduction of a more efficient and user-friendly virtual hearing platform like Webex Cisco or Zoom to host virtual hearings conducted by the Madhya Pradesh High Court.According to Choudhary, the Jisti platform is neither user friendly nor convenient for lawyers and litigants.“When 25 or 30 lawyers appear in batch matters, the Court for the majority of the time is not able to comprehend the submissions of the counsel. For the last two days, the Court hearing COVID-19 matters had to be suspended during the hearing to enable technical staff to put things in order when audio-video quality dipped, making communication between the Bench and the Bar almost impossible,” the letter elaborated.Pursuant to that Justice Chandrachud had written to CJ Rafiq to take corrective measures to see that the concerns raised by the Bar regarding inferior audio-video quality plaguing virtual court hearings in MP High Court, are addressed.Justice Chandrachud had also said that any financial requirements which would be necessary to procure suitable video conference solution including licenses or upgrading existing systems can be addressed to e-committee.
