It is the case of the petitioner that the use of single use plastic for such election material is detrimental to the environment given that the same is discarded thereafter without due care. These banners and hoardings, made out of Polyvinyl Chloriude (PVC), are a huge menace, according to the petitioner, one W Edwin Wilson.The NGT had passed an order directing the Chief Electoral Officers of all States and Union Territories and the Election Commission of India to ensure that the guidelines and advisory against the use of plastic is complied with. This order is not effective in tackling the issue of curbing use of plastic, the petitioner contends in his plea.PVC is non bio-degradable and the flexes and banners made out of PVC pose a great threat to the environment, which led to the issue being raised before the NGT in his Original application, the petitioner points out. This material when discarded, thrown out, or burnt in an unscientific manner, may lead to various adverse effects to the environment, it is explained further.This matter is a national issue, the petitioner says, adding further that effective directions were not passed by the NGT, prompting him to approach the Supreme Court in appeal.This plea has been filed through Advocate Mayuri Raghuvanshi.
