In a landmark ruling, the Rajasthan High Court on Monday struck down levy of advance fees by private and government medical institutions from students by insisting upon bank guarantee equivalent to fee for 3.5 years in addition to upfront payment of annual fee for one year (Deepesh Singh Beniwal v. Union of India).
