The High Court of Jammu & Kashmir and Ladakh recently ruled that a first information report (FIR) can be lodged on receipt of information about the commission of a cognizable offence even while inquest proceedings initiated under Section 174 of the Code of Criminal Procedure (CrPC) are pending.
