Senior IPS Officer Param Bir Singh has moved a Mumbai court against an order allowing the Mumbai Police to declare him a 'proclaimed offender' in an extortion case..The application was mentioned by advocate Gunjan Mangla before the Chief Metropolitan Magistrate SB Bhajipale at Esplanade, Mumbai on Thursday.The Court, after hearing the submissions briefly, directed the investigating officer to file his response to the application..The application for declaring Singh as offender had been filed by the Mumbai Police in a case that was registered based on a complaint by hotelier Bimal Agarwal against several persons, which included dismissed cop Sachin Waze.Agarwal had alleged that Singh and Waze had extorted cash and valuables worth ₹11 lakhs from him.Based on the complaint, a First Information Report (FIR) was registered for offences under Sections 384, 385, 389 (extortion) and 120 (criminal conspiracy) of the Indian Penal Code.Despite having issued multiple non-bailable warrants against Singh, he continued to remain missing and concealed.For this reason, the Mumbai Police moved the application for leave of the Court to declare him an absconding offender. The said application was allowed on November 17.However, Singh, who had been missing in action for over 6 month, appeared in Mumbai on Thursday after he was granted interim protection from arrest by the Supreme Court on November 22.Singh in his present plea has cited the apex court order to seek a stay on the order permitting him to be declared a 'proclaimed offender'.
