The Karnataka High Court recently held that merely inciting the feelings of one community/group without making a reference to any other community/group will not attract the offence under Section 153A of the Indian Penal Code (IPC).

This provision criminalises promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony.
