The Delhi High Court recently lamented the dismal state of affairs with respect to infrastructure at the Central Government Industrial Tribunal (CGIT) [Abdul Majid v. Employees State Insurance Corporation]..The comment was made on examining a status report filed in compliance of the Court's directions for the upgradation of infrastructure at the CGIT.Justice Prathiba M Singh took exception to the lack of urgency shown by the Union Ministry of Labour and Employment to enable the CGIT’s functioning with required technical infrastructure including high speed internet and Cisco Webex licences.“Till date, the Cisco Webex licences and the high speed internet connection does not appear to have been obtained for enabling the smooth functioning of the CGIT. As per the status report, it is not clear if any funds have even been sanctioned for this purpose. There is also no clarity on as to when the licence provider of the Cisco Webex was contacted,” observed the Single Judge..In its previous order, the High Court had passed directions for the upgradation of the CGIT’s infrastructure and the appointment of a second Presiding Officer..During the hearing, it was reiterated by the Court that the CGIT is an important tribunal that required to function regularly to cater to the concerns of workmen after counsel regularly appearing before the tribunal submitted that in the absence of proper infrastructure, effective hearing was difficult..In light of these observations, Justice Singh directed Satish Chander, Under Secretary of the Ministry of Labour and Employment, to appear before the Court on November 21. It also asked the Standing Counsel to ascertain whether a separate internet connection would be required for high speed internet, and how many licenses of Cisco Webex would be required in the interim..[Read Order Here]
