This is a complete failure of the State, remarked the Delhi High Court today as it said that there was no medical infrastructure to support the creation of any new facility for COVID-19. .A Division Bench of Justices Vipin Sanghi and Rekha Palli, which was hearing a plea seeking ICU beds and a 100-bed facility for lawyers, emphasised that even if a dedicated medical facility was made available, it would just be a paper order. .The Court said, "..we don't think it is a crisis of funding. It is infrastructure..Doctors are crying.. What do we do? This is the biggest tension we have. This is a complete failure of the State..It will not not satisfy you if paper orders are passed.",.The Court said that it understood the pain expressed by Senior Advocate Ramesh Gupta, Chairman of Bar Council of Delhi and it was dealing with these matters every day. ."the surge of COVID-19..nobody could have imagined ..It's a war, not a battle", the Court remarked. .Senior Advocate Gupta, who broke down during the hearing, urged the Court to come to the help of the Bar. "We understand situation is not very good. I'm hearing 20 deaths every day.People are dying because vaccines, oxygen, other facilities are not there..We don't want to say Delhi government is at fault or Central Government is at fault.. why can't we involve the Army..Help us in whatever way", Gupta said. .He stated that he was not seeking any financial assistance but merely attachment with a private hospital for ICU beds and a 100-bed facility in a hospital that was being constructed opposite Dwarka court. .When the matter was taken up for hearing in the post lunch session, the Court issued notice to the Delhi government and sought its response. .During the course of the hearing in other COVID19 related matters, the Court was also informed that one of the petitioners, who was looking for an ICU bed, passed away some moments ago. .As the relative of the petitioner broke down saying he had failed, the Court once again remarked, "The State has failed.".Recording its complete helplessness in the situation, the Court recorded that the State failed to protect Right to Life of its citizens..Hearing in the case will continue tomorrow..Read complete account of the hearing here:.We did not want to say that we are the capital but Supreme Court is batting for us: Delhi High Court during COVID-19 crisis hearing [LIVE]
