Justice Kuldeep Singh of the Punjab and Haryana High Court has taken serious note of allegations of leakage of the question paper of the Haryana Civil Services (Judicial Branch) Preliminary Examination conducted on July 16 this year..Since the examination was conducted by the Registrar (Recruitment) of the Punjab & Haryana High Court, he has been impleaded as a party. The Registrar has also been directed to show as to who had handled the examination papers right from the time it was set till it was distributed in the examination hall..Suman, a candidate who moved the Court, alleged that an in-house inquiry into her allegations of the paper leak was going on. Considering this, the Bench directed the Registrar (Recruitment) to show who is conducting the inquiry and what is the status of the inquiry..It was the petitioner’s allegation that a day prior to the examination, she was approached by one Sunita and one Sushila, who offered to provide her with the question paper for a payment of Rs. 1 crore. The duo also leaked two questions to her, and on the next day, those two questions actually appeared in the paper..Justice Singh noted that there could be two aspects to the matter: either there was an attempt to cheat Suman on the basis of a false promise, or that the paper was actually leaked..As Suman was pressing for a CBI investigation into the matter, Justice Singh permitted her to file a fresh application listing grounds for why such an investigation should be ordered..Issuing notice to the state government and also directing Sushila to be made a party (respondent) the petition, the Court posted the matter for urgent hearing on August 28..Read the interim order:
