Law cannot be misused to harass or torment citizens, the Bombay High Court said while quashing a First Information Report (FIR) lodged against a Solapur-based man for spying under the Official Secrets Act (OSA) [Rohan Tukaram @ Appasaheb Kale v. Somnath Haribhau Koli].
