The Karnataka High Court has directed the Principal Secretary of the Health Department to initiate the appropriate proceedings against a doctor who had issued a Sexual Assault Certificate without furnishing a conclusive opinion on whether or not the survivor had been subjected to sexual act [Thippeswamy@Thipeshi v. State].
