The Jharkhand government on Friday cleared a bill which provides insurance, stipend and pension for lawyers. .In the cabinet meeting held today and chaired by Chief Minister Hemant Soren, the following decisions were taken:- ₹5 lakh medical insurance cover for all 30,000 advocates practicing in the state;- pension of ₹14,000 per month;- Stipend of ₹5,000 to all new advocates for the first five years of practice..Advocate General of Jharkhand Rajiv Rajan was the person who mooted the idea before the State government..The Kerala government had in 2023 inaugurated a stipend scheme of ₹3,000 per month for young lawyers in Kerala.Lawyers under the age of 30 years, with less than 3 years practice and an annual income of less than ₹1 lakh will be eligible to receive ₹3,000 per month.Earlier this year, the Bar Council of Tamil Nadu and Puducherry issued a circular urging all bar associations across the State to implement a minimum stipend for junior lawyers.As per the circular, all advocates and Senior Advocates who employ the services of a junior advocate in major cities like Chennai, Madurai and Coimbatore must pay them a stipend of ₹20,000.The Bar Council issued the circular in compliance with an order passed by the Madras High Court last month.More recently, the Delhi High Court directed the Bar Council of India (BCI) to decide within six weeks a representation regarding the payment of a minimum stipend to all the junior lawyers employed by advocates and senior advocates.Further, the BCI itself urged the Central government to come up with a medical/health insurance scheme for advocates and their families..Early this year, a public interest litigation petition was filed before the Allahabad High Court seeking a comprehensive health insurance policy for lawyers registered with the Bar Council of Uttar Pradesh.
