Expressing its displeasure at the Tamil Nadu government's inaction over ridding the three main waterbodies in Chennai of encroachments, the Madras High Court said on Monday that encroachments were a "direct reflection of the government's failure" to provide basic housing to the poor [Kasturibha and Indira Nagar Residents Forum v The Secretary].
