The Delhi High Court has framed a scheme for redressal of grievances of lawyers in Delhi District Courts and the High Court..The scheme was framed by Chief Justice Rajendra Menon and was notified by an order dated October 10, 2018..The order states that during the course of the functioning of the Courts, there often arise certain issues between the Bar and the Bench and these issues need to be redressed and resolved to ensure effective and smooth functioning of the justice delivery system. Hence, it was decided, after due deliberations, to set up a permanent mechanism to provide a grievance redressal platform for resolving issues concerning the members of the Bar and the Bench..“An effective and responsive justice delivery system is quintessential of a democratic State. In order to make the justice delivery system effective and responsive, it is necessary that there must be coordination amongst all its stakeholders...After due deliberations, it has been decided to set up a permanent mechanism to provide a platform for resolution of the issues concerning the Bar and the Bench”, reads the order..This scheme envisages setting up of three committees at various levels – a Committee at the District level to redress grievances of District Court Bar members, a Committee at the High Court to monitor the redressal of grievances of District Court Bar members and an Apex Committee for redressal of grievances of members of the Delhi High Court Bar Association..“The Scheme put into place visualises that the Committee constituted for this purpose at the District level must amicably resolve the matters brought before it at the earliest opportunity. If any issue remains unresolved within the desired time frame, the Committee at the District level must refer the same to the Committee at the High Court for that District. Similarly, there is in place a Committee at the level of the High Court- for ironing out issues concerning Members of the DeIhl High Court Bar Association.”.The scheme also outlines the scope of work for each of these committees. The committees will be responsible for making recommendations for ensuring the smooth functioning of the Courts and facilitating an amicable resolution of problems of the members of the Bar and the Bench at their respective levels..Each committee will consist of a Chairperson, a Convenor and other such members as mentioned in the Scheme drawn by the Chief Justice.
