The Delhi High Court will frame new Rules to deal with long-pending civil suits..Registrar General of High Court Dinesh Kumar Sharma along with advocate ADN Rao informed the Supreme Court about the framing of the Rules today in a suo motu petition initiated by the Supreme Court to work out a mechanism to dispose of long pending civil suits in different High Courts..The Supreme Court had, first, sought the response of Delhi High Court for the same..Initially, the Delhi High Court had contemplated amendments to the existing Delhi High Court Original Side Rules and Practice Directions. However, in a periodical report submitted today, the Registrar General of High Court informed the Supreme Court that that instead of amendments to the existing Rules, what is now proposed is framing of a new set of Rules to comprehensively deal with the situation. A draft of the new Rules was also placed before the Supreme Court..The High Court also submitted that draft of the new Rules will be placed before the Full Court for its consideration..The Supreme Court expressed confidence that the Full Court of the Delhi High Court will consider the matter as and when the draft rules are placed before it. The Bench of Justices Ranjan Gogoi and R Banumathi, which is hearing the case, noted in its order,.“…we have perused the Periodical Report dated 12th December, 2017 submitted by Shri Dinesh Kumar Sharma, Registrar General of the Delhi High Court in compliance with the order of this Court dated 24th October, 2017. In the said report it is stated that instead of amendments to the Delhi High Court Original Side Rules and Practice Directions, what is now proposed is framing of a new set of Rules to comprehensively deal with the situation. Draft of the said new Rules, it is stated, will be placed before the Full Court for consideration. The said draft Rules have also been placed before this Court. We have perused the same.
