The Supreme Court recently gave a landmark judgment in TSR Subramanian and Ors v. Union of India, directing, amongst other things, that the Union and state governments ensure that bureuacrats be given a fixed tenure in their postings and that they should not be given verbal orders. The court also directed that independent Civil Service Boards (CSB) be constituted within three months both at the Central and state levels for the management of transfers, postings, inquiries, process of promotion, reward, punishment and disciplinary matters.
