Here’s why a Delhi High Court Division Bench convened at 10 AM today

In a break from usual practice, a Division Bench of the Delhi High Court assembled at 10 am today to hear an urgent matter pertaining to the construction of a road in Jammu and Kashmir’s Kishtwar region..The petition filed by one Abdul Rashid Butt stated that his technical bid for the construction of National Highway 244 was rejected merely because the soft copies of certain documents were not uploaded at the time of submitting the bid..Advocates Robin David, Febin Mathew and Dhiraj Philip from Dua Associates appeared on behalf of the petitioners. The petition states that hard copies of all required documents were submitted beforehand and that,.“non submission of soft copies of physical hard copies of documents is a minor technical irregularity and is of little or no significance.”.It was also contended that the rejection of the petitioner’s bid on hyper technical grounds falls foul of settled judicial precedents..The Division Bench of Justices GS Sistani and Sangita Dhingra Sehgal, having convened half an hour before the usual 10:30 am time, directed the National Highways & Infrastructure Development Corporation to consider the financial bid of the petitioner at the time of opening the bid, which was scheduled for 11 am today..The Court also stated that the said consideration of the bid would be subject to the final outcome of the hearing.
