The Delhi High Court today heard a petition filed by Arjuna Awardee judoka Yashpal Solanki seeking the appointment of an impartial observer for the Judo Federation of India (JFI) elections..The petition filed through Advocate Pathak Kumar Kaushik highlighted the issue of racketeers indulging in supplying bogus participation certificates to disqualified judokas..Solanki, who is also a Senior Intelligence Officer in the Punjab Police, stated in the petition that fake sports certificate rackets have been running since 2001. These certificates are used for back-door admissions to medical colleges and appointment in government services..With regard to the elections of JFI, the petition states,.“Either a government appointed or court appointed administrator can hold free and fair organizational elections of the JFI as election under the influence of respondent no.5 (President Mukesh Kumar) can never be free and fair.“.It was further alleged,.“The respondent no.5 is master of manipulation and fraud practices and he has been applying the same in earlier organizational elections of the JFI. He manages and conceals his fraud practices in the election affairs of JFI with the use of his money power accumulated through the rackets of bogus participation certificates for medical/BDS admissions on sport quota. He is again applying blatant electoral abuses in the ensuing elections by manipulating the list of electoral college of the JFI.”.It is stated that voters from Arunachal Pradesh and Tripura State Judo Associations have been dishonestly excluded from the electoral college of the JFI, while Border Security Force (BSF), Indo-Tibet Border Police (ITBP), Central Reserve Police (CRPF), All India Police Sports Control Board (AIPSCB), and Services Sports Control Board (SSCB) have been unlawfully included in the list..The Division Bench of Acting Chief Justice Gita Mittal and Justice C Hari Shankar listed the matter for Friday, when the issue of appointment of observer for the elections shall be decided..Read Petition:
