Delhi HC Bar Association launches its quarterly magazine Quarterly Bar Review

The Delhi High Court Bar Association yesterday launched its quarterly magazine titled ‘Quarterly Bar Review’. The inaugural edition of the magazine commemorates 50 years of the High Court of Delhi.

The inaugural event was held inside the Delhi High Court premises and was attended by the Judges of the High Court and several lawyers. The Chief Guest for the event was Supreme Court Judge, Justice Sanjay Kishan Kaul, and Delhi High Court Chief Justice, Justice Rajendra Menon was the Guest of Honor.

Delivering the welcome address, Delhi High Court Bar Association President, Senior Advocate Kirti Uppal stated that the magazine is an attempt to introduce the young members of the Bar to the history of the Delhi High Court.

Chief Guest for the event, Justice Kaul called the launch “a great occasion”. He remarked that the Magazine “depicts the legacy of the (Delhi High) Court”.

He stated that the function of Bar Associations was not only “to give tea and dinner to retired judges”, but to actively contribute to the justice system.

Praising the Delhi High Court Bar Association for its constant endeavours, Justice Kaul said that the Delhi High Court is the only High Court in the country to have a Bar-run mediation centre.

The kind of exposure (at the Delhi High Court) is immense. (It has) Risen to a level which is difficult to imagine.”, he added.

Stating that traditions are taught and passed on at the Bar as well as the Bench, Justice Kaul called upon the young members of the Bar to not shy away from seeking guidance from the Senior members.

He concluded his address by urging the DHCBA to “make sure” that ‘Quarterly Bar Review’ comes out every quarter.

Member of the Editorial Team, Senior Advocate Prashanto Chandra Sen said that the objective behind the magazine was to encourage the culture of debate amongst the members of the Bar and reflect the evolving identity of the Delhi High Court. He called upon the lawyers as well the judges to make their contribution to this quarterly magazine which would be a reflection of the “thought process of the members of the Bar and Bench”.

Advocate Anish Dayal shared his experience of being part of the Editorial Team which was tasked with the publication of the first edition of “Quarterly Bar Review’.

The Team spent considerable time on the style, size as well as the design of the Magazine as they did not want it to merely be a coffee-table book, he said. He confessed that the time that the Team spent on getting the Magazine together brought them closer to the institution.

He also announced that the Minutes of the Meetings of the Bar Association since 1960 have been digitally archived and would now remain preserved for years to come.

The first edition of Quarterly Bar Review goes down the memory lane with the families of the first four Judges of the High Court, Chief Justice K S Hegde, Justices ID Dua, HR Khanna and SK Kapur and the senior-most members of the Bar who had active practice in 1950s and 60s namely Justice SN Sapra, Senior Advocate Keshav Dayal, Advocates Chaman Lal and SK Khanna.

Interestingly, the Edition includes an interview with Artist and Muralist Satish Gujral who imagined the murals on the facade of the Delhi High Court building as well as some interesting records relating to the High Court from the The National Archives, Delhi.

Quarterly Bar Review aims to include academic articles on legal subjects, events of the Bar, achievement of the Bar members and other related topics in its future editions.

Editorial Team consisted of Senior Advocates Prashanto Chandra Sen and Anil Sapra, and Advocates Anish Dayal and Saif Mahmood.

Advocates Aaditya Vijaykumar, Abhir Datt, Aditya Swaroop, Chand Chopra, Mayank Mikhail, Pragati Sharma, Rupam Sharma and Shreya Jain were the Research Associates.
