The Bar Council of Delhi has written to Delhi Chief Minister Arvind Kejriwal seeking an annual grant of Rs. 10 crore towards the Advocates’ Welfare Fund..The letter penned by Chairman KC Mittal makes a reference to an order passed by the Delhi High Court in August this year, by which the NCT government was directed to look into a request to contribute a reasonable amount of money every year to the Advocates’ Welfare Fund..“Kindly also refer to directions dates 23.08.2018, by the Hon’ble High Court of Delhi, in Writ Petition No. 3574/2014, namely O.P Faizi versus Bar Council of Delhi & Others, for an annual grant to the welfare fund of the lawyers.., but the matter is till pending. We are not aware of further development. We would appreciate if am annual grant of Rs. 10 crore is provided.”, the letter dated November 12 reads..Mittal also urged the Chief Minister to provide electricity to legal professionals at “domestic rates”, as agreed by him in a meeting held with Bar representatives in July this year..“You were kind enough to agree to take a policy decision under Section 108 of the Electricity Act, 2003 and notify that the legal professionals will be charges for use of electricity at domestic rates. You had proposed to hold a joint meeting with the Law Minister and the Power Minister in this regard. Even regarding clause 15.8 of MPD-2021, you said that the same is within the competence to the effect that use of premises by the lawyers will not be treated as a commercial activity..“…We were quite excited and delighted with your response, but sorry to mention that thereafter despite repeated efforts, nothing really has been done“, Mittal stated in the letter..The letter further refers to the manifesto of the Aam Aadmi Party to assert that in spite of the promise to video record all court cases and to provide “affordable housing for government counsels and lawyers in lower courts”, no steps have been taken in this direction..The Bar Council thus requested the Delhi Chief Minister to address the issues raised in the letter within a week.. “Since the matter has been delayed for long and the members of the Bar in Delhi feel seriously concerned about all these matters, I would request you to kindly pay kind attention immediately on priority for redressal of all the aforementioned issues, in consultation with the Bar Council and the Bar Associations of Delhi, possibly within a week.
