The Bar and the Bench have come together to improve crowd control, and court efficiency in the Supreme Court of India, particularly on “miscellaneous” days..Chief Justice of India, TS Thakur along with Justices Anil R Dave and JS Khehar recently met the office bearers of Supreme Court Bar Association (SCBA) and the Supreme Court Advocates-on-Record Association (SCAORA) to consider the suggestions of the Bar to improve the “functioning of the courts”..According to SCBA circular dated August 4, SCBA President Dushyant Dave, Vice President Ajit Kumar Sinha and Secretary Gaurav Bhatia were present for the meeting held a day earlier. SCAORA President Gopal Singh, Vice President B Sunita Rao and Secretary Nandini Gore were also present along with Senior Advocates PP Rao and Rajiv Dutta..As per the circular, the Chief Justice “readily accepted” the suggestion of the SCBA president that Benches observe lunch hours uniformly to avoid serious difficulties to members of the Bar..Besides, Chief Justice Thakur suggested a “slot system” to avoid congestion of courts on miscellaneous days..“…Chief Justice of India suggested to avoid congestion and consequent difficulties on Miscellaneous days, perhaps some kind of slot system be suggested providing for hearing of miscellaneous items in slots. What was in the mind of Hon’ble Chief Justice of India was, perhaps, items 1 to 15 be heard between 10.30 am to 11.30 am, items 15 to 30 between 11.30 am to 12.30 pm and items 36 to 40 between 12.30 pm to 1 pm and so on and so forth…..”.The circular states that this suggestion is “very practical” and paves way for easing the pressure of miscellaneous days to a great extent. The circular also states that all six offices bearers who attended the meeting “are in full agreement” with this suggestion..The SCBA and SCAORA will be sending their “concurrence” on the same soon..Overcrowding in Supreme Court is a major problem, especially on miscellaneous days. It causes great difficulties, especially for arguing counsel who struggle to make it to the court rooms through the cramped corridors..In fact, way back in 2014, the SCBA had written to the Secretary General of Supreme Court to construct external walkways to ease congestion..Read the circular below.
