Reforming the Regulations: A Response to the True idea of Atmanirbhar Bharat

Execution of the same will enable better price realization for farmers, by attracting investments and making the agriculture sector competitive.

Atmanirbhar Bharat Abhiyaan or Self-reliant India campaign is a new vision envisaged by Hon’ble P.M. of India, with a mission to galvanize the forces of growth across the country in various sectors of economy.

This campaign has been outlined with five pillars; Economy, Infrastructure, System, Vibrant Demography and Demand. Building of a nation is fundamentally dependent on the foundation of good governance that is controlled by rule of law. Amidst the current pandemic, Government of India introduced a new phase of Ease of Doing Business Reforms pertaining to easy registration of property, fast disposal of commercial disputes and simpler tax regime for making India one of the easiest, speedy, and reliable economy to do business. To implement the inducted changes, relaxations are provided with proper compliance of Companies Act and Insolvency Law.

After the Atmanirbhar Bharat stimulus package, two major reforms done in agriculture and labour laws are on board. These policy reforms are market-orientated, bringing in the efficiency, transparency, and ease of compliance in both the segments. The new set of regulations consolidates forty-four (44) labour laws, under four categories of Codes namely, Wage Code; Social Security Code; Occupational Safety, Health & Working Conditions Code; and the Industrial Relations Code. These are futuristic legislations to empower enterprises by reducing compliance, red-tapism and Inspector Raj.

The reforms also seek to harness the power of technology for the betterment of the workers along with industry. The third tranche of the measures announced under the Atmanirbhar Bharat Abhiyan focuses on agriculture and allied activities. The amendment to the Essential Commodities Act is perhaps one of the most important steps taken for the sector. Execution of the same will enable better price realization for farmers, by attracting investments and making the agriculture sector competitive.

The long-term investments will help India build quality, world-class Agri-assets, and infrastructure that will benefit small farmers in a long time. The efforts done for aggregation part will undoubtedly assist young Indian start-ups, private players and agri-preneurs to construct a digital and Agri-tech driven platforms and solutions leading the small farmers to be efficient to sell their products with minimum hassle and maximum profits. With government coming up with schemes like ‘Make in India’ and ‘Skill India’, IP Filing and grant activity is likely to increase.

Moreover, the Government of India has taken concrete steps to establish favourable environment for creation and protection of Intellectual Property Rights and strengthening IP administration in the country.
