ABOUT THE UNIVERSITY

Rajiv Gandhi National University of Law (RGNUL), Punjab, was established by the State Legislature of Punjab by passing the Rajiv Gandhi National University of Law, Punjab Act, (Punjab Act No. 12 of 2006). The Act incorporated a University of Law of national stature in Punjab, thereby fulfilling the need for a Centre of Excellence in legal education in the modern era of globalization and liberalization.

The University has been ranked among the top 10 law schools in India in the National Institutional Ranking Framework (NIRF), by the Union Ministry of Human Resource Development, Government of India. The University has been adjudged as cleanest amongst Government residential universities in the category of Government institutions in Swacch Campus Ranking, 2019 conducted by Ministry of Human Resource Development, Government of India.

ABOUT THE CENTRE FOR CRIMINOLOGY, CRIMINAL JUSTICE AND VICTIMOLOGY, RGNUL (CCV-RGNUL)

Keeping in view the broad policy of RGNUL to promote research in the field of law, the Centre for Criminology, Criminal Justice and Victimology (CCV) has been purposefully established under the able leadership of Prof. (Dr.) G.S. Bajpai, Vice-Chancellor, RGNUL, to provide critical and necessitated focus towards fostering the objective of carrying fundamental and applied research on the evolving aspects of transformative criminal justice system including the dimensions of victimology and criminology as particular areas of interest.

The Centre understands and caters the progressive and dynamic nature of the developing criminal jurisprudence in India and across the world and therefore, firmly intends to conceptualize pro- victim research, training, policy analysis and consultancy with specifically prioritizing the aspect of interdisciplinary approach while fulfilling the desired goals. The Centre is uniquely determined to examine, express, elucidate and expedite the systematic delivery and efficient redressal of the rights of the victim within the comprehensive criminal justice system in India so as to mitigate the hardships faced by the victims.

ABOUT THE COMPETITION

Rajiv Gandhi National University of law, Punjab’s Centre for Criminology, Criminal justice and Victimology (CCV) is hosting its 1st RGNUL-CCV Legislation Drafting Competition, 2021. This competition provides a platform where the best minds can come forward and critically utilize this opportunity of curating and drafting the legislative bills whereby experiencing the nuances of framing the law with the aim of encouraging the students towards the process of law making and governance.

The objective of the competition is to provide a platform to the brilliant minds to undertake analytical research of laws related in different jurisdictions and to come up with intellectually- driven provisions that can be implemented within the Indian framework. Legislative drafting helps individuals to enhance their knowledge, implementation and interpretation of the law and nurtures their ability to identify the current challenges in laws and suggest solutions. The competition seeks to provide a platform for the exchange of ideas and experience & invites law students and legal practitioners to draft legislations.

TOPIC FOR THE COMPETITION

Participants have to draft a legislation titled “Victims of Crime (Rights, Protection & Assistance) Bill.”

As the scope of Victimology has been shifted from victim precipitation to protecting the rights of victim, there is a need for specific law in India that can comprehensively deals with the rights of victim. Time and again Supreme Court of India as well as Law Commission of India has recommended to have a particular legislation that can be implemented in an efficient manner that shall contribute to a having a victim sensitive criminal justice system so as to provide a mechanism where victims the safety of victim and its rights are protected and that victims is provided necessary assistance in all means.

Through this competition, the Centre seeks to create awareness of having a proper legislation that is dedicated to promote and protect the rights and ensure proper safeguards to a victim. The Centre aims that through this competition, a solution can be found that can help in providing assistance and protection to the victims at every stage of investigation, trial, and post-trial within the Indian criminal justice system.

Bill that is to be drafted should inculcate those aspects that particularly deal with the rights, protection and assistance of a victim and each of the provisions should cover the operational and the procedural part with elaborative details on the extent of the Bill to show which all crime victims are covered within its ambit. The Bill should also cover those provisions that the drafters find incidental or ancillary to the topic of the Bill and thinks that certain provisions should come under the main theme of the competition.

ELIGIBILITY

The Competition is open to all law students pursuing LLM or LLB. (3-Year or 5-Year course from a recognized university within the territory of India).

TEAM COMPOSITION

Participants may register as individual or in a team of two.

There is no restriction on the number of entries from any college or university. Multiple teams can participate from a single university.

IMPORTANT DATES

Registration Starts : 15th October, 2021

Registration Ends : 10th November, 2021

Last Date to Seek Clarifications : 15th November, 2021

Release of Clarifications : 20th November, 2021

Release of Team Codes : 22nd November, 2021

Submission Date : 30st November, 2021

Result Declaration : 20th December, 2021

SUBMISSION GUIDELINES

1. The Draft shall be in English language only.

2. The Draft shall not exceed more than 25 pages, excluding the cover page. 2 marks shall be deducted as penalty for each page exceeding the page limit.

3. The Draft should not reveal the identity of participants, in any manner whatsoever. For submission only the team code provided by organizers should be mentioned as mark of identity.

4. Formatting –

a) Font Style – Times New Roman

b) Font Size – 12

c) Line Spacing – 1.5

d) Alignment – Justified

e) Paragraph Spacing – 0 pt. before and after

f) Margin – One inch margin on all sides.

5. The Content of the legislature drafted should be original and not plagiarized (15% limit) or there shall be deduction of 1 mark each for every percent or can lead to disqualification. The decision of organizers shall be final.

6. Submission shall be made in .doc or .docx and .pdf formats. No other format would be considered and will directly lead to disqualification.

7. Teams are requested to send their soft-copies on or before the provided date on the given subject matter only.

8. The Submission must be made with the subject “SUBMISSION FOR LEGISLATIVE COMPETITION (Team Code-XX)” at competition.ccvrgnul@gmail.com.

9. Submission after the given deadline would attract deduction of 1 mark for each hour.

10. Clarifications shall be sent to competition.ccvrgnul@gmail.com with the subject “CLARIFICATIONS FOR LEGISLATIVE COMPETITION: TEAM CODE-XX”.

Winners would be receiving cash prize in the following manner:

The Best Team - ₹ 5,000

The Runner Up- ₹ 3,000

The Second Runner Up - ₹ 2,000
