This certificate course is specialised in matters governing the ocean to maximise maritime security.

Gujarat Maritime University is a bespoke institution for the advancement of Maritime education, training and research in India. The University has been conceived by visionaries to address the burgeoning need for a skilled workforce in the ever-changing dynamics of maritime sector. It aims to enhance and increase the human capital and capacity of the maritime industry, both in India and across the globe.

The University commenced its academic journey in the year 2019 and has established two schools so far namely, School of Maritime Law, Policy and Administration, and School of Maritime Management. The University offers postgraduate degree programmes in law and management with specialisations in Maritime Law, International Trade Law and Shipping and Logistics.

The University also offers Executive Diploma Programmes in Maritime Law and International Trade Law and short-term Executive Development Programmes specially designed for working professionals. Research remains a crucial factor for growth in any sector, therefore, keeping in view the potential of research and findings in different areas of maritime sector, the University has also established various research centres namely the Centre for Executive Education, Centre for Maritime Dispute Resolution, Centre for Maritime Legal Studies, Centre for Maritime Labour Law, Centre for Maritime Environmental Law and the Centre for Postgraduate Legal studies.

About the Course 

This certificate course is specialised in matters of governing the ocean to maximise maritime security as defined under the principles of national security and integrating it wholesomely with national governance for the overall well-being of the people of the nation with due consideration to international law and overall global security. The course examines the concept of national security, its elements and terrain specificity including the ocean terrain very briefly before focusing on the ocean, ocean terrain and ocean property maximisation.

Learning Outcomes

After the successful completion of the course, participants will be able to: 

  1. To familiarise with the changing concept of national security and objectives of national governance in the 21st century.

  2. To appreciate the ocean and its terrain specificity.

  3. To define maritime security for governance by national security (GBNS).

  4. To understand ocean property and its elements for maximisation relative to a nation.

  5. To make participants appreciate the integration of maritime security in national security governance.

  1. The concept of national security and maritime security

  • Defining national security

  • Evolution of national security

  • Elements of national security and their interdependence

  • Terrain specificity and terrain interdependence in national governance

  • Maritime security relative to national security and global context

  1. Ocean and ocean property

  • Unitary Ocean and ocean divisions.

  • Maritime nations: coastlands, islands and landlocked

  • Ocean pools and rims

  • Ocean as global commons

  • Ocean property

  • Elements of ocean property: 1) ocean advantage, 2) ocean resources, 3) ocean environment and 4) oceanic islands

  1. Maximising ocean property by interactively optimising the four identified elements.

  2. Integrating maritime security with national security

  • National governance

  • Global governance

  • Establishing rule of law and good order (national and international) in the ocean

Resource Person

Dr. Prabhakaran Paleri, Former DG (ICG) with experience in navy, customs and coast guard, War (1971) veteran, academician, author and researcher in national security strategy and governance, PhD guide, media discussant, former corporate director (PSU)… Awardee: Presidents Tatrakshak (coast guard) medal, Tatrakshak medal and Commendation from Central Board of Excise and Customs.
