Only “neat, clean and free from disease” kids of staff allowed in crèche – Delhi court circular [Updated]

The Office of Rohini District and Sessions Judge has issued a circular which states that kids of court staff would be allowed inside crèche only if they are “neat and clean, hygiene is maintained and are free from disease.”.The circular, which is dated May 25, 2015 intimates judicial officers and ministerial staff of North and West district courts of the crèche facility which is available on the 3rd floor of Rohini Court complex. As per the circular, female children within the age group of 2.5 to 12 years and male children within the age group of 2.5 to 9 years can avail the facility. The circular then proceeds to state that,.“However, the children of staff would be allowed if the children of judicial officers are not available and provided the children are neat and clean, hygiene is maintained and are free from disease. Norms framed in this regard are annexed as Annexure A.”.Does this mean that the “neat and clean norm” applies only to children of “staff” and not kids of judicial officers? From a reading of the body of the circular that seems to be the impression that one gets. However, this does not seem to be so as per the “norms given in Annexure A”. The Annexure contains directions to all “Guardians” who plan to use the crèche facility. According to point 10 of the Annexure,.“It shall also be ensured that when a child is left, he is properly bathed and cleaned and his clothing is also clean, fresh and presentable. The child should be in a hygienically acceptance and manicured when brought to the crèche.”.This seems to be a direction with respect to all children including those of judicial officers. The circular is already doing rounds in social media including twitter for its strange directions and allegedly discriminatory attitude towards “staff”..The circular has been signed by two judges – Pradeep Chaddah who is the District and Sessions Judge (N) and Yogesh Khanna who is the District and Sessions Judge (N/W). Interestingly, Yogesh Khanna is the judge who had heard the Delhi Gang rape case of 2012 and sentenced the accused to death..Update June 3, 2015: The Court has issued a clarification with respect to its May 25 circular, reports Indian Express. According to this new circular which has been issued yesterday, the previous circular “was never issued with the intent to discriminate anyone” and “rather the spirit was to extend the facility to all with an effort to maintain high standards of hygiene”.
