As reported by Bar & Bench in October, D.R. Meena, an Indian Legal Service (ILS) officer, has been appointed the Law Secretary in the Ministry of Law & Justice. He replaces T.K. Viswanathan [pictured], who retired on October 31. Meena was previously Additional Secretary in the Department of Legal Affairs in the Ministry of Law & Justice.
Viswanathan has been appointed as an advisor to the Law Minister, Veerappa Moily. The post was created specifically to push through legal reforms envisaged by the Minister, and carries the rank of Secretary to the Central government. Viswanathan had also been fulfilling the duties of the Secretary of the Legislative department until the post, which had been vacant for almost two years, was filled last month by V.K. Bhasin.
Lawyers are appointed in the Indian Legal Service through the Union Public Services Commission (UPSC) on the basis of their experience in the field. ILS officers are appointed as Law officers, Assistant Advisors, Deputy Legal Advisors and Legal Advisors.
