The Bar Council of India, in its elections held yesterday has appointed the Chairman and Vice Chairman. Bar Council of India, constituted under the Advocates Act is the apex body regulating the legal profession in India.
Solicitor General Gopal Subramanium (pictured left) has been appointed as the Chairman of Bar Council of India and the Chairman of the Bar Council of Tamil Nadu, Dhanapal Raj (pictured right) has been appointed as the Vice Chairman. Milan Kumar Dey has been appointed as the Executive Committee Chairman. Member of Legislative Assembly (MLA) Ashok Kumar Deb has been appointed as the Trustee Committee Chairman and Daulat Ram Sharma from Himachal Pradesh has been appointed as the Associate Trustee.
Speaking to Bar & Bench, newly appointed Vice Chairman, Dhanpal Raj said, “The Bar Council would take a collective view on all issues concerning the legal profession. I am very proud that the Solicitor General Gopal Subramanium is our Chairman, who is an asset to the legal profession”.
The outgoing Vice Chairman, Mr. Faisal Rizvi, said “The Solicitor General has promised a new vision for the Bar Council. According to me the focus of the Bar Council should remain focused on developing legal education in India”. Speaking on the achievements of the previous office bearers he said “We had approached every Chief Minister to open legal academy in every state to ensure that lawyers receive training as an on going basis. Although this is yet to be set up, concrete steps and processes have been established for the new office bearers to carry forward the work,” he said.
The new office bearers will join office from April 18 and will hold office for a period of two years from the date of their elections.
The BCI and HRD Ministry are already in tug of war over the regulation of legal education. The Solicitor General is also a member of the HRD Ministry's12-member committee to transform legal education. The Solicitor General’s new role as the Chairman of the Bar Council would mean that he has to navigate his role, which may prove to be difficult.
With new litigations filed against the Bar Council on the entry of foreign law firms and with the Bar Council taking a hardline approach on the entry of foreign universities in India, it will be interesting to see the thought process adopted by the newly appointed office bearers.
