Trilegal, recently hosted a conference on the Development of the Power Transmission Sector in India. The aim was to discuss the opportunities and concerns arising from recent regulatory developments in the transmission sector.
Speaking with Bar & Bench Founding Partner and Head of the Energy & Infrastructure Akshay Jaitly, said, “That initiatives such as this one facilitate a productive exchange of ideas between regulators and representatives of industry which enable both sides to appreciate each others’ perspective”.
The conference included key note speakers from the Central Electricity Regulatory Commission (CERC), the Power Grid, the Power Systems Operations Corporation (POSOCO) and Tata Power and focussed on the key issues of project development and project financing in the transmission sector in light of the recent changes in the regulatory approach adopted by the CERC.
Partner Sitesh Mukherjee, Head of Regulatory and Dispute Resolution said, “The seminar was aimed at bridging the gap between private sector players and the Government authorities in relation to the new regulatory framework and to mutually discuss the way forward in the transmission sector”. Sitesh spoke on the issue of payment security proposed under the new regulations and developers concerns relating to it.
Partner Ameya Khandge giving his views said, “That the new regulations would also impact the lenders who are keen to finance transmission projects in India”. Ameya focused on the proposed mechanism of proportionate sharing of transmission charges / receivables amongst licensees and the concerns of the lenders financing individual licensee’s projects.
The conference took place on February 25, at Taj Lands End in Mumbai and had dignitaries which included developers of transmission projects and lenders.
